| dc.description.abstract | Transport is a social right and an essential public service (articles 6 and 30 of the Brazilian Constitution of 1988). According to the National Urban Mobility Policy, Law 12.587 / 2012, urban mobility is defined by the condition in which people and goods are displaced in urban space. Regarding the mobility of people, there is a high demand for investment in infrastructure: R$ 234 billion, estimated by the Department of Mobility and Urban Development of BNDES in 2015. This article aims to propose measures to boost investment in urban mobility, given the current scenario of low investment capacity and indebtedness of the public sector, an actor who traditionally led the investments in this segment. It also considers the need to attract private investment to enable the implementation of the necessary infrastructure for the effective provision of services to the population. | en_US |

| dc.description.resumo | O transporte é um direito social e um serviço público essencial (arts. 6 e 30 da Constituição Federal de 1988). Segundo a Política de Nacional de Mobilidade Urbana, Lei 12.587/2012, a mobilidade urbana se define pela condição em que se realizam os deslocamentos de pessoas e cargas no espaço urbano. No que se refere à mobilidade das pessoas, há uma elevada necessidade de investimento em infraestrutura: R$ 234 bilhões, estimativa do Departamento de Mobilidade e Desenvolvimento Urbano do BNDES em 2015. Este artigo visa propor medidas para impulsionar os investimentos em mobilidade urbana, tendo em vista o cenário atual de baixa capacidade de investimento e o endividamento do setor público, ator que tradicionalmente liderou os investimentos na área. Considera também a necessidade de atrair o investimento privado para viabilizar a implantação da infraestrutura necessária para a efetiva prestação dos serviços à população. | en_US |
