Abstract: Regenerative manufacturing presents a new paradigm for production systems, moving beyond traditional sustainability by aiming for positive, large-scale impact across the value chain. Rather than simply minimizing harm, it seeks net positive value for stakeholders by fostering the co-evolution of industry, society, and nature. Despite rising interest, theoretical and practical understanding of how to integrate regenerative manufacturing into industrial systems—especially in the Global South—remains limited. This study identifies key attributes of regenerative manufacturing and analyses historical data from a Global South country. Four main attributes emerged from an in-depth literature review: integration with natural ecosystems, circularity and systemic value, social justice and production ethics, and learning and adaptation capacity. These were examined through a longitudinal analysis of secondary data from Brazil, using the multilevel perspective (MLP) to map interactions among niche innovations, socio-technical regimes, and landscapes. The findings show that Brazil has not made sufficient progress toward a new sociotechnical regime for regenerative manufacturing, highlighting the need for better alignment between emerging technologies and public policy. The study’s main contribution is the identification and empirical assessment of regenerative manufacturing attributes using the MLP, providing guidelines for industrial transitions toward regenerative manufacturing.

Abstract: This article critically examines Brazil’s economic stagnation since the 1980s, contesting the overarching view that attributes underdevelopment primarily to poor institutions. While acknowledging Brazil’s impressive growth from 1932 to 1980, driven by an entrepreneurial state, the paper argues that the institutional determinants of growth do not offer a plausible explanation for its slowdown. Instead, it presents an alternative perspective rooted in New Developmentalism and structuralist economics, highlighting the detrimental impact of policy shifts initiated in the 1980s. These include the retreat of the developmental state, a decline in public investment, chronically high interest rates, and a persistently overvalued exchange rate, all of which have hampered Brazil’s structural transformation. Knowing who benefits and who loses from these policies provides insight into why policymakers persist on this stagnant path, sacrificing sustained growth for momentary gains. It concludes by asserting that policymakers have conveniently used the discourse of public inefficiency to justify withdrawing the government from its role in development. It advocates for a paradigm shift in policymaking, urging recognition that poor institutions are primarily a consequence, not a cause, of underdevelopment.

Abstract: Development - Banco Nacional de Desenvolvimento Econômico e Social (BNDES) have been modeling concession agreements for public lighting services by including such clauses. Thus, the study aimed to identify whether the clauses modeled by CEF and BNDES comply with the guidelines of these international bodies, and if there are standard clauses from CEF and BNDES that are replicated in these agreements. To address these questions, the contractual clauses of 26 public lighting concession agreements were analyzed: 16 from CEF and 10 from BNDES. It was concluded that there is a similarity between the clauses modeled by the Brazilian structurers. However, there is a need to improve these contracts based on the guidelines and recommendations established by those international bodies, which have not been fully incorporated into the clauses of the agreements studied.

Abstract: There is a lot of debate about the fiscal impact of the National Treasury loans to BNDES. Given that the interest rates of the loans are mostly indexed to TJLP, there is, in principle, a fiscal cost equal to the difference between TJLP and the market rates of Treasury debt. However, this calculation ignores the tax gains resulting from operations made possible by the Treasury loans, such as: i ) profits of BNDES resulting from these transactions, which return to the National Treasury through dividends, taxes and retained earnings, ii ) short-term tax gains, due to the expansion of economic output and income through the increase of investments made possible by the Treasury loans, and iii ) long-term tax gains resulting from the fact that the economy’s productive capacity will be higher in the coming years, enabling further growth without pressing demand inflation, and generating higher tax revenues. Properly calculating the tax costs and gains resulting from the Treasury loans of R$ 180 billion in 2009 and 2010, we show that, instead of a fiscal cost, there is a net tax gain.
