Situação atual e perspectivas da infraestrutura de transportes e da logística no Brasil

Abstract

O artigo aborda a importância da logística para a economia do país e faz referência a um conjunto de ações estratégicas para o alcance dos objetivos propugnados ao setor de transportes no Plano Nacional de Logística e Transportes, do governo federal. São apresentadas as referências internacionais sobre o tema e os desafi os e benefícios da reestruturação da matriz de transportes brasileira. Discutem-se o histórico recente e as perspectivas do setor, partindo da visão integrada, sistêmica, atentando para fatores econômicos e institucionais. Traçado o panorama geral da infraestrutura e da logística, são abordados os aspectos de egulamentação, o desempenho dos mercados e os desafi os futuros nos diferentes modais. Os principais elementos abordados fundamentam as avaliações e as propostas para o desenvolvimento da infraestrutura de transporte e da logística de cargas brasileira.

The article discusses the importance of logistics for a country’s economy and refers to a set of strategic efforts to achieve the goals established for the transport sector in the federal government’s National Plan for Logistics and Transport. The introduction presents the international references on the subject and the challenges and benefits in restructuring the Brazilian transport matrix. Subsequently, we discuss the recent history and perspectives for the sector, starting with the integrated, systemic view, with attention to economic and institutional factors. After the overview on infrastructure and logistics, the following section addresses aspects of regulation, market performance and future challenges in different approaches. Finally, in the conclusion, the main elements discussed throughout the paper are recapped to sustain the assessments and proposals for development of the transport infrastructure and logistics of Brazilian cargo.
