O BNDES e as cooperativas de crédito: uma parceria para os pequenos municípios no Sul do Brasil

Abstract

Este artigo tem como objetivo apresentar uma breve revisão e um relato da parceria da Cooperativa de Crédito Rural com Interação Solidária (Cresol) com o BNDES. Para isso, a presente análise tem como referencial o trabalho desenvolvido pelo cooperativismo de crédito do Sistema Cresol na Região Sul do Brasil, que é agente financeiro do BNDES desde 2005. Será tratado o relacionamento da Cresol com esse agente financeiro, tendo em vista as várias linhas de crédito operadas, incluindo linhas para o fortalecimento da estrutura das próprias cooperativas de crédito. Em um segundo momento, apresenta-se a Cresol, e a sua relação com o agente financeiro e o seu papel no desenvolvimento, incentivando assim novas oportunidades de emprego e renda. Além disso, são feitos um resgate e a análise do desempenho e dos resultados das políticas de financiamento do Programa Nacional de Desenvolvimento da Agricultura Familiar (Pronaf), para a agricultura familiar. Nesse contexto, aborda-se a importância dos municípios rurais brasileiros, citando como exemplo o município de Erechim, no Rio Grande do Sul, onde o setor rural é o principal indutor da atividade econômica. Destaca-se, ainda, a sinergia entre a Cresol e o BNDES, demonstrando seus resultados e apresentando os desafios a serem enfrentados.

This paper aims to present a brief revision and explanation of the partnership between Rural Credit Cooperative with the Solidarity Interaction (Cresol system) and the financing policies of the Brazilian Development Bank (BNDES). To do so, this analysis references the work developed by the Cresol System’s Credit Cooperative in the Brazil’s South region, which has been a financial agent of the BNDES since 2005. We cover the relationship that Cresol has with this financial agent, taking into account the many lines of credit offered, including those aimed at strengthening the structures of the credit cooperatives themselves. Following that, we present Cresol and its relationship as a financial agent as well as its role in development, encouraging new opportunities for employment and income. Besides this, we recall and analyze the performance and the results of the financing policies in the National Family Farming Development Program (Pronaf), for farming families. Within this context, we address the importanc of Brazil’s rural municipalities, using the municipality of Erechim, in the state of Rio Grande do Sul, as an example. In this region, the rural sector is the main driver of economic activity. We also highlight the synergy between Cresol and the BNDES, revealing results and presenting the challenges yet to be resolved.
