Regulamentação do setor de telecomunicações inglês e seus impactos sobre o welfare

Abstract

A Inglaterra foi um dos primeiros países a introduzir mudanças na legislação visando liberalizar o setor de telecomunicações, após a privatização da British Telecom (BT) – empresa estatal que, até então, detinha o monopólio do setor. Devido às peculiaridades da sua privatização – a empresa foi privatizada verticalmente integrada -, certas especificidades também foram incluídas no aparato regulatório, de modo a garantir que houvesse competição de fato. Este trabalho, com foco em dois segmentos - telefonia local e TV a cabo -, procura analisar, sob os pontos de vista privado e social, os efeitos das mudanças regulatórias no setor de telecomunicações daquele país.

Afrer the privatisation of British Telecom (BT), the United Kingdom was one of the jirst countries to introduce a new regulatory framework regarding the liberalisation of the telecoms sector. Due to the fact that the previous state-owned monopolist remained a vertically integrated operator, the regulatory of/ice has been concerned with the guarantee of effective competition in the sector. This paper focuses on two segments - local fued telephony and cable TV conveyance - to analyse the effects of the regulatory changes concerning the sector from a private and a social viewpoint.
