Abstract: | This paper analyzes the relevance of having an environment that encourages critical reflection in a way to enhance organizational learning capacity. It focuses particularly on the organization's ability to deal with organizational cross-cutting issues (human resources, information technology, innovation, etc.) on a state-owned enterprise, the Development Bank, in Brazil. Although the bank has a culture of collegiate decisions, it´s possible to say that this feature is not enough to have an authentic and public reflection environment due to the power relations influence in the organization's ability to reflect, innovate and learn. |
