A política industrial e o BNDES

Abstract

O caminho para atingir o crescimento sustentado e regular da economia passa pela ampliação do mercado interno e pelo aumento do fluxo de comércio internacional. Apoiado nessas premissas, o governo lançou-se à tarefa de estabelecer diretrizes que permitam ao Estado, em um trabalho de parceria com a iniciativa privada, novamente participar de projetos estratégicos para o país, o que se convencionou chamar de Política Industrial, Tecnológica e de Comércio Exterior (PITCE), cujos setores considerados estratégicos são os de fármacos e medicamentos, software, semicondutores e bens de capital. Como a ação de apoio financeiro do BNDES é vital para o sucesso da PITCE, neste artigo analisamos as iniciativas de criação do Profarma e do Prosoft e o apoio para a área de semicondutores e para o incremento de investimentos em bens de capital.

The way to reach sustained growth of the economy goes through the expansion of domestic market and the increase in international trade flow. Supported by these assumptions, the federal government ventured into the task of establishing directions allowing the State, in partnership with private companies, to participate again in projects strategic to Brazil. This has been conventionally denominated Industrial, Technological and Foreign Trade Policy (PITCE). The sectors considered strategic to such policy are the pharmaceutical products and drugs, software, semiconductors and capital goods. BNDES financial support is vital for the success of PITCE. In this article, we analyze BNDES initiatives, highlighting the Support Program for the Development of the Pharmaceutical Productive Chain (Profarma), Program for the Development of the National Software and Related Services Industry (Prosoft), the support to the area of semiconductors and the increase in capital good investments.
